Project overview

The Hillingdon Hospital Redevelopment Programme is a major healthcare infrastructure project that will deliver a modern, sustainable hospital designed to meet the future healthcare needs of the local population. As part of the New Hospital Programme (NHP) Wave 1B, the scheme incorporates Modern Methods of Construction (MMC) and Net Zero Carbon (NZC) principles, balancing innovation, sustainability and affordability within a complex delivery environment. 

Archus was appointed during the Outline Business Case (OBC) stage to establish and operate a Programme Management Office (PMO), providing the governance, controls and programme oversight required to support successful delivery. Recognising the scale and complexity of the redevelopment, we implemented a structured management framework based on Association for Project Management (APM) and PRINCE2 methodologies. 

Our work included enhancing governance arrangements, creating clear accountability across programme workstreams and developing a programme-wide schedule to coordinate activities, milestones and deliverables. We also designed a reporting and dashboard framework enabling senior leaders and workstream teams to monitor progress, manage risks and track budget performance effectively. 

By creating a robust programme management structure and fostering clear lines of communication, Archus has helped the Trust maintain control of a highly complex redevelopment programme while supporting informed decision-making and effective stakeholder engagement throughout the project lifecycle.

The challenge 

The redevelopment of Hillingdon Hospital is a complex, large-scale programme that must balance affordability, innovation and sustainability while meeting the requirements of the New Hospital Programme. The Trust required a governance and programme management framework capable of coordinating multiple stakeholders, workstreams and delivery partners while maintaining clarity around responsibilities, decisions and programme performance. 

The challenge was further compounded by the need to integrate modern construction methodologies and net zero ambitions into a major healthcare redevelopment, creating significant programme complexity and increasing the need for rigorous oversight and assurance. 

 

The solution 

Archus established a dedicated Programme Management Office to provide strategic oversight and programme controls from the Outline Business Case stage onwards. We reviewed and enhanced governance arrangements, introducing a structured framework aligned to APM and PRINCE2 methodologies. 

To improve accountability, we introduced nine programme workstreams with clearly defined responsibilities and deliverables. We also developed and maintained an integrated programme schedule, ensuring all activities were coordinated and monitored through monthly updates. Complementing this, we implemented a dashboard reporting system that provided clear visibility of progress, budget performance, risks and issues, enabling timely decision-making and escalation where required. 

 

The impact 

The PMO has become a central component of the redevelopment programme, providing the structure and assurance needed to manage a project of national significance. Improved governance arrangements have been recognised for their clarity and effectiveness, while workstream accountability has strengthened coordination across the programme. 

The integrated reporting approach has enhanced visibility for both programme leaders and stakeholders, ensuring that risks, dependencies and milestones are understood and managed proactively. As the programme progresses, the PMO continues to provide the control, confidence and transparency required to support the successful delivery of a modern, sustainable healthcare facility for the future.
