Healthcare and clinical planning

Whole-system planning

  • How should care be delivered in the future?
  • What services are needed for our populations and where are they best delivered to optimise outcomes?
  • What do those decisions mean for patients, staff, public, digital  estates and facilities ?
  • How is care delivery enabled through digital workforce estates, facilities and investment models?

Too often, planning starts with buildings or happens in silos.

When clinical, operational and estate decisions aren’t aligned, organisations end up with models that are hard to run, difficult to staff and costly to change.

We think in systems, not just buildings, joining the dots between policy, population need and clinical intent.

Our Healthcare Planning and Strategy team connects strategy to delivery, so you don’t just get a plan; you get something that works.

We define the right service models, test them against demand, workforce and funding, and then translate them into the space, digital and infrastructure needed to make them work, today and into the future.

The result? Decisions you can stand behind. Models you can run. Spaces that perform from day one.

How we support clients

Clinical planning and Service Design

Working across international health systems, we define what services are needed, within facilities and across regions, aligned to national policy and funding models.

Spanning hospital, community and primary care services, including GP and physician-led models, and tertiary care, we deliver clinically robust, operationally viable solutions.

We also develop clinical output specifications and bridging documents for P3/PPP projects, ensuring service requirements are clearly defined and carried through into procurement and delivery.

Our evidence-based approach minimises risk and maximises value, creating resilient, adaptable environments that support high-quality, digitally enabled care.

Target Operating Model Development

We take a practical, outcomes focused approach to operational readiness, helping organisations transition safely and confidently from project delivery into live operations. We combine strategic programme leadership with hands-on implementation support, integrating governance, workforce, clinical, operational, digital and estates readiness into a single critical-path programme that is aligned to opening day and the first 100 days of operation.

Our unique offer is the combination of deep healthcare transformation expertise, proven experience delivering major hospital openings and service transitions, and a readiness methodology that goes beyond checklists to actively manage interdependencies, test real-world scenarios, provide independent assurance, and embed sustainable operational capability long after go-live.

Primary Care and Neighbourhood Health

We consider Primary care and neighbourhoods as the foundational building blocks of integrated care systems, providing the scale at which services can be coordinated around populations, prevention can be prioritised, and care can be delivered closer to home.

Our 6 step approach combines population health insights, service demand analysis, clinical engagement and system-wide pathway design to define the role of neighbourhoods within the wider operating model of place, provider collaboratives and acute services. We work with partners to design neighbourhood models that optimise patient and activity flows across the system, ensuring that individuals receive the right care, in the right setting, at the right time while reducing unnecessary demand on acute services. What differentiates us is our ability to connect neighbourhood planning with strategic system planning, translating policy ambitions into practical service models, workforce requirements, estate implications and implementation roadmaps.

This creates a clear line of sight from neighbourhood-level interventions through to system-wide performance, enabling sustainable improvements in access, outcomes, experience, operational efficiency and population health.

Fixtures, Furniture and Equipment (FFE)

Effective FF&E planning is more than developing an equipment list. It requires a clear connection between clinical needs, room functionality, infrastructure, cost, and procurement.

Our process begins with the functional program developed by our in-house healthcare consultants, giving our equipment planners a detailed understanding of the clinical activities, workflows, and operational requirements for each space.

Using our equipment-planning database, we develop coordinated room-by-room FF&E lists, current capital cost estimates, equipment specifications, and infrastructure requirements. We also use standardized room templates, to improve consistency and reduce planning time and project costs.

Our team works closely with mechanical, electrical, and structural disciplines to identify power, data, medical gas, plumbing, HVAC, and clearance requirements early in the design process.

For renovation projects, we assess existing equipment and provide recommendations to retain, relocate, replace, or dispose of each item. For P3 projects, we can also support output specifications, maintenance requirements, bid evaluations, and compliance reviews.

By keeping clinical intent, equipment, infrastructure, cost, and procurement connected, we help reduce design conflicts, unexpected costs, and installation delays ensuring each room is ready to support its equipment and intended clinical function.

Schedules of Accommodation and Functional Programming

Functional programming represents a natural progression of clinical planning and service design through translating clinical and operational requirements into spatial solutions, ensuring healthcare environments are safe, efficient and ready for future demand. The functional program and schedule of accommodation provide the foundation for architectural design setting out the key criteria that ensures the design will meet the needs of patients, families, staff and visitors to healthcare facilities.

Our team are experienced in delivering schedules of accommodation that align with best practice, drawing from a range of standards across the world including (but not limited to) Canadian CSA standards, Canadian provincial standards and UK HBNs/HTMs.

Digital

We believe that digital strategy should lead, not follow, service transformation and infrastructure investment. Our approach places digital at the heart of planning from the earliest stages, ensuring that technology, data, interoperability and user experience shape future service models rather than being retrospectively applied.

We work with organisations to define their digital vision, engage stakeholders early, assess digital maturity and identify the capabilities required to support future models of care, operational efficiency and population health management. What makes our offer unique is our ability to integrate digital planning with clinical, operational, workforce and estate strategies, creating a single transformation roadmap that aligns technology investment with organisational objectives.

By embedding digital thinking from the outset, we help clients unlock opportunities for automation, virtual care, data-driven decision making, intelligent workflows and improved patient outcomes, while reducing the risk, cost and disruption often associated with late-stage digital implementation.

Operational Readiness

Stakeholder Engagement and Co‑design

We support clinicians, operational leaders and stakeholders throughout the planning process to ensure solutions are clinically credible, operationally practical and locally owned. Through facilitated workshops, structured engagement and collaborative design sessions, we build consensus around future models of care, challenge assumptions and align stakeholders behind a shared vision. We then translate these outputs into practical, deliverable designs, implementation plans and operating models that balance strategic ambition with operational reality, enabling faster decision-making, stronger ownership and successful delivery of change

"What a team! I just wanted to thank you all for your incredible support. It's amazing how much has been achieved in a short period. We would never have achieved anything like that that without your hard work, dedication, patience... and humour! I am so pleased you joined the team and it's been a real pleasure working with you all. A huge thank you."
